Those are completely different outcomes. What are you looking to achieve?

A 5700Xt is a solid upgrade path from a 970.... in a vacuum, that's a nice upgrade. But what are the rest of your specs?

Reason for asking is if the pc will be powerful enough for next-gen games (probably) and if for example the ps5 will play games better than my pc!

You should still see benefits in the upgrade to a 5700XT, but I'd expect the 4460 to be showing it's age and hindering you a little bit - depending on the games you play. It should still be sufficient to hit the 'minimum requirements' in terms of CPU for a while yet, but it's going to be far from the most optimal experience in time (if not already).

As far as the PS5 etc, there's no way to know until they launch and can be tested. Consoles are a different animal, with less overhead & phenomenal optimization. "Better" overall is subjective... Objectively though, I'm sure some games will run smoother on a next-gen console that they will on your current config + 5700XT.

If I were you, I'd give serious consideration to one of two options:
1. Picking up a used i7-4770K or 4790K and overclocking it.... The taking the purchase price (~$100, hopefully) off the price of a 5700XT and stepping down the GPU to something like an RTX2060 / 1660 Super / 5600

2. Selling your current system for (probably) around $250-$350 and putting that money + your budget for a GPU into a new system. Example:
