Should I buy this gtx 960? (Link provided)

I found this brand new card on E-bay and it's from best buy so I guess I should trust it.
I'm still worried though because I never bought something like this before online at least and I'm afraid there some little details I don't know about.

So, is this card really good? or does it have like... any missing features or anything? And will it have any import charges other than what's provided in the site and how much would it cost.

They're selling a used gtx 580 for that price in my country saying it's a great deal 🙁
So... yeah I want to buy it online despite the risk but I still want to be cautious.

Pass. You can get a better performing, more efficient card for the same or less money. Look at the RX 470 or GTX 1060 cards.

How much is the shipping? and does that mean I can get a gtx 960 for a less price? It was already above my budget.

If you're budget is tight, I would recommend getting the GTX 950 and overclocking it. Performance will nearly match that of the GTX 960.

This might sound stupid but what does overclocking mean?

Increasing the frequency that the graphics processor and VRAM run at. A simple way to gain a little extra performance. You can use a program like MSI Afterburner to do this. Plenty of videos on YouTube that show you how,
