Question Should i change my motherboard or my storage when Windows won't boot?

I changed my graphics card to a 1060 gtx a few months ago . when my friend rearrange the sata cable so that it fits he accidentally reset my windows . and for a few months all is well before suddenly today i can’t boot up my windows

p.s : before the graphics cards incident i encounter a problem with my windows and when i brought it to some service center they told me to buy a new hdd .

so in total i already changed my hdd 2 times

specs :
vga : galax geforce gtx 1060 3gb
case : cube gaming raghen
power supply : game max atx plus gp - 450w
processor : intel core i5 - 2310 @2.940Ghz
motherboard : Asus P8H61-M LX2 v3.0 Intel Motherboard LGA 1155/Socket H2 with I/O plate
 
Sounds a bit strange overall.

1. How did your friend manage to reset Windows by physically installing a graphics card? Resetting Windows shouldn't affect whether Windows boots up.

2. This service centre isolated the issue as a hard drive issue? And what was the second HDD change?

3. Have the various cables been checked as a point of failure? Have you tried a different SATA cable and/or different SATA ports?

4. What actually happens when Windows doesn't boot?

I'm sure others will have other points and actual advice.
