[SOLVED] Should I clean this?

Today I was cleaning my graphics card and i noticed the chips on the side had scratched white things, should I clean it?

The picture is a little blurry, however that looks like little bits of thermal pad remaining. You can clean it with ArctiClean 1&2 then replace the thermal pads with new ones, just get the right thickness because different thicknesses are used.
