Should I crossfire or buy a new better card

My setup
CPU: i7 4790k
MOBO: AsRock z97 anniversary
GPU: Radeon r7 260x
PSU: TS XFX 550w
I'll need a new PSU either way but which way would be more cost effective? To buy a new MOBO with crossfire support and buy another 260x or buy a single more expensive GPU. Also what card should I get if I get a new one, what size PSU, and kind of off topic what's a good, cheap CPU cooler? Thanks in advance!

But I actually haven't asked what kind of performance you want in games. Does it have to be high/ultra settings at 60 fps (1080p)?

You could decide between the GTX 960 2GB and R9 290 4GB.

The GTX 960 is less good but is extremely efficient whilst the R9 290 is more of a powerhouse that typically is less efficient.
