[SOLVED] Should I do water-cooling or just get a decent Noctua?

If I get i7-9700K or i change to a good Ryzen (because everybody has been convincing me to), do you guys it is an absolute must to get water cooling or would it be the same without it but quieter? Also I’m not fully sure if I am overclocking the CPU so if someone could give an answer on both it’d be very appreciated!! Thank you

air coolers have same cooling performance as aio kits
on the other hand, aio wil work for aprox 2 years until something fails (mostly pump)

IMO, they're not worth it unless:
-overclocking a 9900K/KS
-Threadripper
-Intel X series
Below those chips, I will suggest air cooling all day, every day. The only thing liquid offers down here is aesthetics.
