Question Should i expect more performance?

I have a pretty good system i would think, and i get about 45-60fps in BFV at LOW except for textures and texture filtering. I get really shit performance. for what i was expecting from my system, i do plan on overclocking my CPU once i have a MOBO that's capable. But should i be expecting more performance as is??
MOBO: ASrock B365M Phantom Gaming 4
GPU: ROG Strix 1080ti 11gb VRAM
CPU: i5 9600k 3.7ghz
RAM: 16gb ddr4 2400 mhz
HDD: 1x1TB 1x2TB
SSD: 120gb
PSU: 700w Casecom GOLD

My GPU was second hand on ebay the guy owned it for about a year he reckons and was running "Fine" Upon receiving it the heat sinks looked damaged like burnt out etc and slightly rusted, However in speccy i get really good temperatures. 74 Degrees Celsius AVG playing Monster Hunter World at about 55fps MAX in the forest zone depending on the weather.
