Should I fill my water cooling reservoir?

Hey guys,
I recently installed a water cooling system in my computer but when I was filling the loop it turned out that I didn't have enough water to fill my Ek x3 250 reservoir to the top, it only goes up halfway and when I use my computer condensation begins to build on the inside of the res, so I recently purchased some water more but am scared to screw up something!!! Do I have to fill my res or can I just leave it the way it is?
Cheers in advance for any answers...

I would imagine you would want to top it off and run it so the air bubbles would escape, similar that your radiator/cooling system in the car.

Turn off system, top it off, start the system let it run for few seconds so the air can escape, add some more liquid, make sure not to spill anything on your parts, not sure where your rad. cap is located, perhaps keep a rag around it so nothing spills on your system hardware. Its all about letting excess air escape while topping off.
