So I am planning on upgrading to a gtx 1080 ti from a gtx 970 but idk if its a good idea as the new 11 (or 20) series is just around the corner.

Solution

That's also 13MHz off the boost clock and won't go under the base clock until it hits higher temps. Also, based on past observations the "1180" will be only about...

You'll be very happy with the performance of the 1080 ti from a 970. and pricing is going to be about as close to MSRP as it will get. Everyone is waiting for the 11 (or 20 series) cards to launch, so once the new cards launch and they are sold out the miners and gamers that didn't get their hands on the new cards will go and buy the older 10 series cards which will bring the price right back up to close to where it used to be.

I would spring for a 1080 ti now if you can unless you want to gamble on a 11 series card at launch, as the 1080 ti will theoretically be about 10% slower than the "1180" judging on past launches.

right now mining is dead. if it was not dead all of the 1xx gpu would be sold out and aib partners would not be asking nvidia to return 300,000 gpu. what i dont want to see you get burned by buying one of the gpu now and find out less then 30 days from now the newer gpu are a lot faster and about the same price. the nda for the new gpu is ending soon and there going to show them off in a few weeks time. myself i would build my rig and use my older gpu till the newer ones drop.

Actually, that's not true. Mining isn't dead at all. Just sales dropped because miners want to get their hands on the faster 11 series cards for similar pricing to the MSRP's of 10 series cards, they get a better payout then. Simple logic. so after the new cards release and they are sold out in minutes miners and gamers that were waiting to get a new card will buy the older Pascal and the pricing will skyrocket again.

I went from

. If I had the choice right now I would still choose the 1080Ti and I would still buy it from EVGA and I would definitely buy the EVGA 1080 Ti FTW3 Hybrid. BUT not at its current prices!!!!!

And keep it as cool as possible. When it surpasses 56c you will see your MHz start to go down in 13MHz increments.

That's also 13MHz off the boost clock and won't go under the base clock until it hits higher temps. Also, based on past observations the "1180" will be only about 10-15% faster than the 1080 ti anyways.

Solution
At this point just wait. Even if you're not going to buy the new gen GPU you might get better deal buying 1080ti later than now.

About mining it is not totally dead but the demand for gpu from mining segment did slow down a bit. And no they are not holding themselves from buying current gen GPU because they want faster mining performance from next gen gpu. Because if they holding back that would mean they will lose the profit they should be getting since mining difficulty also increasing with time. There are reasons why those big mining farm wiling to rent a boieng just so they GPU can be sent overnight to states from the factory in china.

But as like any other launch the availbility might be a bit scarce for the first month or two. Worse nvidia is holding back from pumping new gpu to get rid pascal stock first. But i dare to bet this time around the availbility will not going to be factored much by mining demand.

You contradicted yourself, yes mining isn't dead, and yes sales have slowed down. Mining difficulty will go up with time so miners are waiting out for faster GPU's (next gen) that they will be able to buy for similar pricing to Pascal so that they can make profit sooner since Faster card same money Logic my dude. After the launch all the cards will sell fast, and since there is overstock on Pascal the cards will all sell to miners and gamer's that couldn't get their hands on next gen GPU's. Think about it for a bit.
