Get 144Hz. If anything, they come with Low Framerate Compensation (LFC). Which is very nice to have. (speaking from experience with both a 75Hz and 144Hz)

Also if the monitor is 1080p, you can get >100FPS in a lot of games at High detail settings (instead of "Ultra").

So personally that is up to you. What people are really aiming for with a higher refresh rate on a monitor is so all the frames your GPU is outputting can be displayed. Basically you will be able to see 'more' persay. Now for the exact hardware you should use is up to what you want to spend and what type of experience you'd like. Think about what resolution you would like, what games you will be playing, etc... All those things come into play.
