based on that logic, no.
PS4 can't do 60 at 4k
PS5 can't do it either. Why? because so far only GPU that can somewhat do that is 1080Ti which costs more than planned for PS5 would and it requires more power than PS5's PSU can give. 1080Ti's are not and will not be in PS5.
performance/watt will not double from 1080Ti and as such it can't do 60fps@4k.
Yes, I believe things could look better upscaled to 4k than on original due to better anti-aliasing and thus less jagged pixel like edges.
Also bear in mind that for TV use, unless you have separate box for storing/transmitting TV content, normal display will not work, they don't have antenna input.
If you get a TV, rare few of them support 60FPS input. Yes, their refresh rate might be 120, 200 or even 400hz but that is just there to lessen the ghosting effects.
Most TV's also include awful input lag due to their inbuilt image processing. Some TV's have dedicated computer input port where said things are skipped that helps with it for the most part.
Long story short.
console and 4k@60FPS.. nope, not now, possibly in 4 to 5 years?
TV and 60 FPS, nope, not now, possibly in 2 to 3 years.
PS4 and 4k screen, possibly.. PS4 can upscale images pretty decently and they can look pretty. You can also benefit from 4k with other content also.
That is just my opinion though.
