Should I get a 980ti? 10x won't be be available in my country for a long time.

First of all, I'm from Iran and we're sanctioned so international prices and availability date won't apply here AT ALL. So I've asked around and been told that any version of 1080 won't be available for at least a month (best case) and when it's out it will be MUCH more expensive than the current 980ti (due to sanctions) in local currency. Even the 1070 will be more expensive than 980ti for a couple of months. Also 980ti is unlikely to drop much here in the next few months as well.

Currently, I have no GPU at all except a 860m laptop so I can hardly play games. And whatever GPU I buy I won't be able to afford an upgrade for at least 5 years. Should I just get the current 980 ti or wait about 4 months for a 1070 which will cost me more than 980ti now? I'll be gaming at 1080p 144hz.

EDIT: I obviously already have a PC built without a GPU. It's skylake and PSU is enough. The only question that needs answering is in the title.
 
Turkey is near Iran, or from Azerbaijan you can get those for a cheaper price maybe, assuming that they are close to each other. However in Turkey we still do not have 1080, but it might come soon in this month, we do have founders editions however.
