Question Should I get a CPU or a Capture Card?

I am able to stream right now, It is very watchable but not lag free. I am forced to stream at 720p60 and 3500 bitrate. I would like to improve the quality of my stream. Should I get a HD60 Pro Capture Card to improve stream quality or should I get a 2600x CPU. My current CPU is a 2200g. Thanks!

I can't offer any advice concerning capture cards but I can tell you that I stream to 2 Samsung HDTV's from my current Ryzen 5 2600 rig (see my signature for specifics) using Plex.
I regularly play current games on my PC while streaming to those TV's at 1080p via Firestck 4k on each and I have never had any issues with lag so far.
