So I tried re installing Battlefield 4 to my internal hard drive and it still uses the same amount of CPU as if I was running it from my external, but I do only have 17 gigs left on my internal. Could there be any connection between the high CPU usage and my small amount of memory and should I get a new processor? My internal hard drive is 160 gigs. My external is 1TB. My processor is AMD Phenom(tm) II X4 965 Processor, 3400 Mhz, 4 Core(s), 4 Logical Processor(s)

Try defragging your drive (unless its a Solid State Drive, but with that processor you most likely won't). Run a program called CCleaner to clean out junk files that may be slowing your computer down, and if anywhere from 60%-100% is being used just browsing, I would consider updating your hardware. Hope this helped :)

Your HDD size has no bearing on RAM usage. RAM usage is hardware locked for non-streaming environment games (the game devs will ultimately decide depending no how much RAM you have), and set in game setting for streaming environment games (like GTA 4 and its Video RAM setting)
