Should i get an R9 270x 4gb TOP and overclock it to 280 performance or an R9 280 3gb.
because R9 270x and R9 280 have about 100watt Difference.

Just to clarify, the R9-280 is a rebaged 7950. Not a 7970 as stated by another member above.

Also, just because a power supply has enough stated wattage and has an 80+ efficiency rating does NOT mean it's at all the kind of supply you want to use with high end hardware, definitively. Would need to know the brand and model of the supply to really determine whether it'd be a safe bet or not. You wouldn't want to power a system with a 600W bronze Raidmax for instance.

To answer the question though, an R9-280 overall has more performance. At 1080p you'd want to side with that card. However if you have any plans of upping the resolution to 1440p or greater in the future, you would notice some gains with the 270X, especially if you intend to crossfire it with an addition 4GB 270X.

I doubt the 4GB R9 270X would outperform the R9 280 in any situation. The difference in processor numbers is too great. I think the 4GB is just a gimick so it performs better in crossfire. No single R9 270X can take full advantage of much more than 2GB. It just doesn't have the power behind it to push those kinds of resources.
