Should I get more SSD or RAM?

I've been getting 100% cpu usage spikes whenever I open multiple programs and feel like my pc is slower than before I had many games coming into my SSD.

SSD- 250gb samsung 850evo 15gb free space on local c and 5 gb free space on local d
RAM- 8gb 2666mhz teamforce

and I'm also wondering which is related with "CPU USAGE"? Do I increase them by adding more ram or is it related with CPU?

Neither of those will likely impact the CPU usage much, but your SSD is too full. You should realistically keep 10% of your drive free: https://www.seagate.com/tech-insights/ssd-over-provisioning-benefits-master-ti/

I would suggest a second/bigger SSD simply because yours is full, you did not state your RAM usage though.

Sometimes I get stutters like framerate skips when I'm in game , specifically "rainbow 6" or any super high quality graphic games. Again, I'm not sure what's causing this. That time my cpu usage goes to 98-100% and memory usage 7.5gb.
