I would strongly recommend a stronger Processor I cannot see that Ryzen Chip keeping up at all with the RX 580 especially if you Game at anything above 60 FPS.
You didn't specify where you live, what you intend to use it for or what your budget is so I'm just going to assume it's for Gaming.
If it is indeed for Gaming you can't beat Intel in terms of performance so if you can afford it I would strongly recommend this combo:

People tend to gloss over the side effects of CPU bottle-necking such as stuttering and Frame-times, which can really take you out of the experience to the point where I would even allocate some of the GPU budget towards the CPU if needed to create a more balanced build.
I'd get the Ryzen 1200. It's a good budget chip if you overclock it ! I know the wraith cooler is RGB and awesome , but I'd get a Corsair H60 or AIO of some sort.
Will ryzen 1200 bottleneck it hard? I plan to play rainbow 6 and GTA 5 if it's a stutter chip I'll get a ryzen 5.
There will be some bottleneck but it negligible.
If your main aim is to play games on your PC then definitely consider buying intel chip instead of Ryzen
