Then you should check the following tables.
https://www.tomshardware.com/reviews/gpu-hierarchy,4388.html
and
https://www.tomshardware.com/reviews/cpu-hierarchy,4312.html

The biggest difference in CPU will be that the R5 1400 CPU is 4 core 8 Thread while the 1200 is only 4 core.

If you are only going to play games, then the graphics card is the better upgrade.

If you will also need to use it for non games, get the better CPU and save up for a new graphics card later (wait until nVidia releases new models and get a bargain on the old, possibly second hand).

What will you use the machine for and what is your budget.

Why are you only restricted to one?

Can you get a better deal from somewhere else?

If you can only have 1, then I would go for the CPU. The 1050Ti is close enough to the 1060 that you won't notice the difference given your CPU.

The 1060 will be better for gaming.

The real question is whether your CPU can push either card to its limit.

For what its worth, I am running a 1050Ti, but I'm not into games. CPU cores are worth more to me as I need to run multiple VMs.

In your case as you are more interested in games, take the Video card now. You are looking at about 10fps difference, all other things being equal.

I recommend you to save your cash instead of buying it right now but if you cant hold it then just proceed. Because you won't have a great time with your build and I'm pretty sure as I have experienced your situation.
