Question Should I just get a new/upgrade GPU or upgrade entire system?

Recently I've had a problem with my screen going black. Sometimes it would continue to play sound, but most of the time it would just lock up. Most recently it would go to black, beep, then come back. But games will crash or run with a lot of lag. I've tried to reinstall drivers but the driver auto detector for my graphics card will no longer detect it nor will anything else. It's still on, lights come on, fans run, etc. My system is 6-7 years old and I think the card is a goner. My question is would it be a pretty good option to just upgrade my card, or would it be a much better idea to just upgrade the whole thing at this point? If I just get a GPU what would you recommend? Budget for card would be $350-$500 max. For a new system I'd like to keep it at around $1700 or so max. Country is USA.

System specs:
Motherboard - ASRock ATX DDR3 1333 LGA 1150 Z97 EXTREME4
CPU - Intel Core I7 I7-4770k Quad-core 3.50 Ghz Processor
GPU - MSI R9 390 GAMING 8G
Power Supply - Corsair HX Professional Series 850-Watt 80

Hard Drives - Crucial M500 120GB SATA 2.5” 7mm SSD 450GB and Toshiba 2TB SATA 6Gb/s 7200rpm 3.5" 2 TB
Ram- 4 sticks of GSKILL DDR3-2400 PC3 8GBx2
Case- CORSAIR Obsidian Series 750D Performance Full Tower Case

Windows 10

I'm not particularly tech savvy. If you need any other info let me know. Appreciate any advice. Thank you.

First step would be to confirm the GPU is the problem. Remove it and run off the integrated graphics.

RX 6600 would certainly get you up and running again, and offer quite the boost in gaming performance. That is under $300.

It is an old system. You might consider replacing the storage. Been a long time since 120GB boot drive was considered good enough. Maybe a fresh install of Windows.

You could also keep the chassis and power supply and build around that.
