Should i OC my RX 580 and my ryzen 5 2600 with this PSU?

I want to get the cpu to 4.0 ghz, not sure about the rx 580, let me know about the rx580 if possible.

It will be no problem in short. 4Ghz is not a really high overclock since turbo is at 3.9Ghz

If the CPU is temps are lower then 60C on full load it is not need and if you already have 3 then you might need a better CPU cooler.
