Should I put thermal paste on my new CPU?

Alright, so I'm fairly new at building computers. In fact, I've never built one before, but I'm going to very soon. I've done my research on all of my components, but one thing that I haven't figured out yet (and this may sound extremely "newbie") do I need to dab a pit of thermal paste on top of my brand new CPU?

The reason why I ask is because I've seen some posts on other sites saying that I don't need to because they already come with thermal paste already put on them. However, other people state that I should still put thermal paste on it because the amount of it that comes already on the processor/cpu cooler is not enough. (By the way, I'm using an i5 4670K and an H100i CPU cooler). So which is the correct answer? Thanks in advance!

The h100 comes with pre-applied paste afaik so you could just put the cooler on the cpu.You don't have to add paste in that case,that's ridiculous.
It could come in handy to buy an extra tube of paste,just in case.Like arctic mx-4 or mx-2.
