Should I Reinstall Windows?

I've been having a lot of misc. problems with my computer. My PC BSOD's randomly some times, but not often enough that I am alarmed. Do these random problems happen often with your PCs, and should i be concerned?
Sfc /scannow says it found problems and couldn't repair them, and I've tried several solutions but none of them worked.

I think I should reinstall windows but I'm not sure.

NOTE: I've edited everything in this first post because it didn't really make any sense. Sorry if the future messages are confusing.
 
random shutdowns are usually the PSU, RAM or SOFTWARE and in that order of likely-hood.
first clear the PSU, swap it with another for testing.
after clearing the PSU , use memtest to test the RAM for three passes or overnight. if no errors or reboots the RAM is good.
you can make and boot a linux distribution and see if the reboots follow to the new software.
 


Breadboarding is actually building a pc outside of a case. I was using it incorrectly though, I guess I meant rebuilding or cleaning
 
I'm considering deleting this thread because of how badly i portrayed the issue... SFC /scannow doesn't work, and I think that my bluescreens might be caused by that in particular. Should I reinstall Windows? I've tried a bunch of solutions to SFC not working but they didn't work.
