Should i risk testing this CPU in my motherboard?

So my brothers motherboard finally died a couple days ago. It was damaged a while back by a blown power supply but it seemed to recover until it finally died. And i mean really died.

When i press the power button there is nothing but some clicking in the USB headphones.
I tried shorting the power supply to see what it would do if i forced it to turn on. And the fans start up but thats it. If i press the power button while in this state the power supply cuts out meaning something is shorting it out. I tracked that down to the cpu power connector which suggests to me that ether the VRM's are blown or the cpu is shorted. And im guessing thats most likely the cpu because if the VRM's were shorted it would not be able to power up at all. And if i try powering it up without the CPU installed the PSU dose not cut out.

The board is a ASRock 970DE3/U3S3 with an FX-4300.

So my conclusion from that is that his CPU is probably dead... But i cant be sure...
My system is running a GA-990FXA-UD3 so i could test his CPU in my system but im afraid if it is dead it could kill my board. Especially if the CPU is shorted in a way that could damage my VRM's

So what would you suggest? Take the risk and test it? or just assume its dead and get him a new mobo and cpu.

Testing a potentially cpu in your system "shouldn't" affect your system in any way, but I would just go down the whole replacement path regardless and replace both.
Yea... I'm thinking an i3-4150 should be fine for his needs and shouldn't break the bank. But if that FX-4300 still works i would like to use it for something like a NAS or HTPC.
