Question Should i run my memory at 3200 CL14 or 3600MHz CL17?

CPU IMC is only 2666MHz, so 3600MHz may be pushing too far if 3200 is even possible. Also check MB specs.

I'm able to run in both if these speeds with a little bit of voltage increase, so my question is which one is better

It's a tossup, some applications prefer higher frequency and some lower Cl but I always go for frequency ebcause it's better for OS. Shouldn't be much difference overall.

3200MHz cl14 is faster then 3600MHz cl17

You would need to drop the 3600MHz down to a CL16 for them to be on par with with each other.

Lower absolute latency is better in most situations than bandwidth. There's only like two situations where I've seen better memory bandwidth consistently translates to better performance: when using integrated graphics and file compression.

Aha thanks, so lower timings are better.
I wonder if i can bring it even lower like cl13? Cuz right now its running stable with 1.4 volts

Lower Cl is generally better only at same or very close frequency, in real life it depends on program using it.
