Should i tighten the heat sink's screws all the way after repaste ?

I re-pasted my laptop's CPU and then I tightened the heat sink's screws all the way...then I remembered that i shouldn't tighten them all the way according to an article that i had read...So I loosened them just a bit....Did I do it right ? Or should i open it up again and tighten them all the way again ?
 
They should be hand-tightened and snug. No need to strip the screw applying too much torque. Unfortunately, "tightness" (loose, snug, over-tight) is subjective until you use a torque driver.

Before you make any more changes, monitor the temp under load and see how your cooling performs. If you are confident they aren't over tightened and cooling is performing well, leave it alone. If you aren't getting the expected results from your cooler, then it might be because the screws are too lose.
