I'm on a b450m pro m2 max mobo and when I installed the cpu and booted my computer it showed a low res black screen w/white font showing my pc specs and then loaded a black screen with a blue windows logo that was loading and then my computer booted. I have noticed some performance issues so thats why I'm wondering if I need to update my bios.

Don't really know if a BIOS update would be needed for that or not. Best bet would be to go to manufacturer page and read the detailed BIOS notes for each version to see if there is an optimized revision for it.

Also don't know if this could be a chipset driver thing, but go to AMD and install the 'fresh' one as well.

Okay I just installed the chipset. I will have to test it out to see. I had others suggest a fresh restart of windows, bios update, and cmos battery cycle because he said "3dv cache is weird with windows." Do you think any of that is necessary?

You don't need to go through all of that just for a CPU upgrade. And Windows doesn't even know what 3D V-Cache is, as no software has direct access to cache.

A BIOS upgrade may be necessary if there are notes specifically targeting the CPU between the version you have and later ones, but that's about it.

Of note, the motherboard you are using doesn't have particularly robust VRM. Not saying it is, for sure, the cause of some unknown issue, but certainly is a higher load than the R5 previously installed. I should think that on stock clock and power parameters with sufficient cooling, things should be fine.

You should be considering a better than stock cooling solution for the CPU and definitely have some airflow over the motherboard to cool for the extra delivery and heat.
