Should I upgrade an old Toshiba Satellite with an SSD?

I have a Toshiba Satellite 17" with AMD A6-4400M, Raydeon HD graphics 2700 mhz, 2 logical processors, 4 GB RAM. It's SO slow. We have limited money to spend. Would an SSD improve it's performance enough to be worthwhile? Do I need more RAM? I don't believe I can upgrade the processor, but I'm not sure. It doesn't support 5G, either.
It's not our primary computer, but I would like it to be more usable. Any suggestions would be appreciated. Usage is mostly Internet browsing, watching DVDs, social media- no gaming. It's so slow that even those things are tedious.

That usage mostly depends on the CPU and RAM.
An SSD will help some, but that laptop is still hampered by the rest of the ancient system. It is what it is.
