Question Should I upgrade CPU or GPU

Hey, I currently have a 2700x paired with a gtx 1080. I stream on twitch everyday so it's something important to me, and with the new RTX 3000 series and Ryzen 5000 Series launch I want to upgrade my pc, but I don't know what will benefit me the most, I usually use x264 for encoding because sometimes NVENC gives me graphical bugs on some games, x264 seems more stable for me, I want to get the most fps I can, what should I get, the RTX 3070 or the Ryzen 7 5800x? also my mobo is an x470 so I have to wait for ASUS to drop a BIOS update to be able to swap my CPU for the 5800x.

Better to upgrade the GPU to RTX 3070. The CPU (2700X) is a competent processor and since you need to update BIOS, I think it will be better to get a platform upgrade (CPU+Mobo) down the line.
For now, yes, there would be an improvement FPS wise by plugging in a RTX 3070.

I play on 1080p because I always want to be above 144fps and that's something I feel this CPU can't do, I don't know if upgrading the gpu will make it happen, you know what I mean?

Yep upgrading the GPU would definitely fetch you higher framerates than upgrading the CPU. So investing on a GTX 3070 will get you better value for money than getting the better CPU, if you are looking at FPS counts. 5800x will be getting you 15-40% increase in FPS over the 2700X and upgrading to GTX 3070 would be fetching you easy 50% -60% and above FPS gains over the GTX 1080 (assuming it is the non-Ti one).

But the ratio of increase of FPS counts and getting more than 144 FPS is quite subjective to the graphics settings of the game in question, as lga1156_ftw rightly mentioned.

I usually do med settings for high fps, and as far as I know there's almost no difference between ultra and low settings on the 2700x because it can't push that many fps at 1080p, and that's something that i've seen, downgrading graphic settings on my 1080 won't give me that much fps as I've seen with other cpus
