Should I upgrade current PC or Build New PC

Hello, I was wondering if I could get some opinions on upgrading current PC or build from scratch. The PC I'm using now was built by myself 2 or so years ago as a starter PC for about $800 at the time. It is currently running 75-100% on Memory, Disk and occasionally GPU will hit 99% as well, while only having one game(Fortnite, League of Legends or PUBG) and discord running. The components of the current PC are as follows:

-AMD Black Edition FX‑8350 4 GHz 8‑Core Processor
-GIGABYTE 78LMT-USB3 Motherboard
-EVGA GeForce GTX 960 4GB GDDR5
-8GB of RAM(no sure make/model #)
-EVGA 500W 80Plus Power Supply
-500GB Hard drive
(No SSD)

I would like to also like begin streaming Fortnite, so Gaming/Streaming(1080p) would be the focus of the PC and I'm assuming that streaming would not be possible with the current set up with it already running at such high memory and disk levels which are causing occasional lag and crashes. My budget would be around ~700$ for upgrades if absolutely needed and around ~1500$ for a full ground up build. I would obviously rather not hit the 700$ mark on upgrades but can if necessary.

Im running a similar setup, FX 8320 @ 4.2 Ghz and an RX470, also 8GB of ram and I have no issues playing fortnite or pubg, overwatch etc. The CPU is def on the older side, but It still has plenty of horse power and I imagine the extra cores will help with streaming. Have you already OC'd your CPU? Are you using the stock cooler? I would OC the CPU if you havent, and buy a new GPU.

You can see if the new GPU alone satisfies your needs, and if not you can decide to build a new rig since you'd need a new GPU for that anyways.

I have not overclocked the the CPU, it's something I've never even looked into to be honest. So I will look into that, and I am running the stock cooler.
