I bought the 6400 but now I have enough money to upgrade to 6500. But should I? Will I see improvement in video games. My cpu load goes to 100 percent when playing gta v

It will give you better fps in some games (especially CPU bound ones), loading times will be the same (thats more related to your drive), you will also maybe get a little more life out of it (time till you need to upgrade).
The 6400 is a low power processor thats really meant for work computers that need a quad core. The 6500 is a bit faster in games due to its faster cores and turbo speed, probably why you're bottlenecking in GTA V (but GTA V can bottleneck a lot). Depending on the net cost (ie what the upgrade cost is to you - the sale of your i5 6400) its worth it to swap out. Basically if it will net cost you like under 50 bucks, sure, but I wouldn't go dropping more than that on it.

What GPU are you running with this?

It will give you more FPS and work way better for CPU intensive games like Arma 3. The loading times depends on whether you have a hard drive or solid state drive.
