from a networking standpoint 2000 is better (better TCP/IP)
but i wouldn't recommend 2000 on that, because it only has 128MB of ram. while it meets the requirements for it, doing much at all would cause it to hit the pagefile a lot.
Those two OS's were designed completely different. Are there Win2k specific drivers available? If you don't have any experience with Win2k I suggest just sticking with 98.
