Should I upgrade GPU, buy more ram or OC CPU (new cpu cooler)

Hey,

So I want to upgrade my PC a little, but don't have the money for an all around upgrade.
My specs are:

GPU: Palit GTX 770 2GB - Want to upgrade to AMD MSI or Saphire R9 390
CPU: i5 4690k (want to buy Noctua NH-D15 for OC)
RAM: Corsair Vengeance 8GB DDR3 2400mhz (add another 8GB)
Motherboard: ASUS Z97-A

I am kinda hesitant to buy a new GPU since Pascal/Arctic Islands will be released in 2016. Still, R9 390 is good value for money and will be a huge boost in FPS.
or should I go for more ram + cooler and wait a bit for the new GPUs (even with the new releases my budget will still be around 340$)?

Also, if you can figure out what rails go to what leads it might be a good idea to even the distribution when you plug your system in. More stability, and would help your PSU last longer. It may be split on each 12v lead as it is, but I'm not sure. Molex and sata could be on one, and PCIE on two, etc.
