On my PC, I currently have a Ryzen 5 1400 and a Radeon rx 550. I was thinking about upgrading my computer, but I didn't know whether to upgrade my GPU or CPU.

its for gamingFor what main purpose? If looking at gaming experience then gpu with (possibly) a psu unless you go nvidia in which even a decent 450w psu is as much as you'll need. If looking more for production, sound design, web design etc then I'd bump that 1400 upto a 2600/X first.

Would a 500 psu, Rx 580, and ryzen 2400G be goodPsu. For sure. No matter what. $50 for a decent 450w - 550w psu will cover anything in your budget range, and unlike your current psu, won't be damaging expensive parts like the gpu. That psu says 300w, but chances are very good if pushed over 50% loads, there's going to be a decent fireworks show in the back of the pc.
Gpu. Next. Nvidia gtx1050-1060, amd Rx 570-580. Much depends on exactly how much you want to spend, how much of an upgrade you really want.
For basic gaming, Sims, cs:go etc your cpu is good enough. If looking to get into battlefield series, Witcher 3, gta:v etc then you'll need a cpu with threads, that means an R5 1600 or better.
for a cheaper alternative could I change the cpu to a ryzen 5 1600x and the gpu to a rx 570PCPartPicker part list / Price breakdown by merchant
