should I upgrade gtx 260?

hi all
here's my question. the configuration of my pc is:
- i7 920 (LGA 1366)
- asus p6t,
- 8gb ram,
- SSD 250 Samsung evo
- Palit gtx 260 core 216 896mb.

till fews days ago i wanted to update my system in two steps. fist step MOBO LGA 1151 and a cheap g4560 (to save money). second step video card.

but after reading a lot of pages about if i had to spend money for a new pc, i understood that i do not need an upgrade because my cpu is still enough powerful. moreover, if i should have more power, with a little money i can buy a good fan and overclock the cpu till 4ghz. definitively.

so the point is: can i find a good upgrade to my video card that can give me a significative benefit without change anything on my PC?

please consider that i use my pc for excel/word and some game as europa universalis IV.

my budget is 60 eur/usd (new or used is the same - i do not want to waste money for something that i do not need)

any feedback is appreciated.

here's some news. i updated my OS (win10 64bit) and now i've some problem with EU4: the game is not fluid anymore.

what do you think about? it's a video card problem or waht?

some more news after update to win10 64bit i've some problem with games. when i play eu4, the game is not fluid. i tried to install msi afterburner to check cpu and gpu usage and it seems they are not overload. moreover, when i quit the game i've about 10 seconds of black monitor. after that, the system come back to its normal activities. it's not an big issue for me wait 10 seconds, but in my personal opinion there's something wrong.
so i installed Cities: Skylines to make some check. it takes a little bit to load (not a big issue) and the definition of items is not to high. but as for eu4, when i quit the game, i have 10 seconds of black monitor too.

so, what's wrong in my pc/configuration? why in win7 64bit everything works fine and with win10 i've this issues?

last information: i've updated manually the driver of my gtx 260 from nvidia official site and nothing changed.

i think they're normal.

@iamacow --> when i installed win10 i did not installed the geforce program. when i wrote that i've manually update the driver i mean that i've installed the geforce progamm and used it to keep up to date the driver. sorry for misunderstandig.

about the update of my video card i was thinking to a 750ti (70/80 euros). other video cards are rx460 (100 euros) or rx560 (120 euros). in my personal opinion i's like to choose a card that can give me at least other 5/7 years of usability (like my i7 920 bought in 2009). please mind that i do not like RPG game or games like GTA, etc...

but i do not want to spend money for a card that is bottlenecked from my mobo asus p6t, i7/920 and ram.

i know that the question is challenging.
