i'm planning on building a $500 gaming pc. i decided every parts that i'll need but will i need a higher refresh rate like a 144hz considering i'm on a budget of $500

If you play on 60fps on a 60hz screen, the animation is smooth and nice.
If you put a 60hz screen next to a 144hz screen, Yes, 144hz looks waaay smoother. But it's not worth giving up PC specs for. Besides, some people game on 4K resolution @ 60hz and love it.

Just enjoy a nice build on 60hz, you will enjoy it with no problems, and it will look smooth :).

No! Don't use the money for your build for a 144hz or higher resolution screen. Use that 500$ for a nice computer. You can always upgrade the screen later. The majority of people still game on 60hz.
