For 144Hz I would maybe save up a bit more and get a 1080 instead. But with that said, it also really depends on rest of your system specs. No need for a heavy GPU if your CPU is too weak to give you 144Hz.

Depends on local prices in your country, but yes the 1080 will be better at keeping the min. FPS closer to 144Hz. Depending on the games you are playing the 1070 may be good enough.
