should i upgrade my computer parts or buy a new computer entirely?

i would like to be able to run more modern PC games and i don't know a lot about computers (i had a friend help set this computer up). currently I've just been running off of integrated graphics and so i wanted to know if just getting a actual graphics card would do the job or if an entire computer upgrade would be better? also, if a new graphics card (or another part) is the case, then could you recommend one? preferably under 300$?

Also: i was looking at the system requirements for GTAV-PC and it says the minimal Video RAM is 1GB and the Recommended is 2GB.

above is a link to a site I use frequently to see how my pc fairs. ive added your specs to the relevant sectors and it give you options of minimum and recommended specs

EDIT> if you were to upgrade your graphics card I would also recommend you check out a bigger power supply to suit it. your ram hits the mark too so your not doing too bad you'll be able to hit minimum targets with the graphics upgrade but it is a very thirtsy game

Its a tough call. It looks like your pc hardware is setup for more casual gaming. AMD cpu is good for general use but isnt as strong as intel on gaming.
I would advise doing a piecemeal upgrade. Discreet graphic is a big boost. Second would be to try to upgrade your memory to a faster rating and have at least 8gb.
Right now im favoring nvidia. Ive used amd for years but nvidia just works out better for me. My gtx 760 is in the 200 range and works great. Im considering a gtx 960 for future use. (About the same price but less bandwidth and memory)
A side note, keep in mind the space in the computer case. Some cards are big.
But a 450 power supply is a tad low. You might squeeze a low power card but it wont support a heavy hitter, should consider a 750 or higher.

Its almost $350 though and if you can stretch your budget to fit this it will be one of the best performing machine in this price point. If you cannot lower the ram to 4GB and the power supply to corsair cx 430W. Although corsair is not the best brand available it is enough for your needs and the motherboard will support more powerful i5 or i7 processor for upgrade in the future. Reuse the old HDD from previous machine.
