Should I upgrade my cooler?

My PC nowadays working so hot...i don't know why...I reapplied thermal paste but temp was same..!
Another issue I'm having that in my BIOS settings My CPU Temp constantly increase from 50 to 70 C +...
and when I see on HW Monitor it shows 40-60 C +...
and when I start some heavy apps or start some heavy games HW monitor shows near by 65 C...is it too much....
I am on stock cooler right now..
Should I upgrade my cooler?
How much effect will I get..?
My specs if needed
CPU: intel core i3 540
RAM: 2x2 GB
GPU: AMD Radeon HD 4350 1 GB
motherboard: intel DH55TC
HDD: Seagate 1 TB

Anything below 70-75'C is actually OK.
But..

Things to check:
All fans are spinning correctly?
How about the dust?
Airflow in the case disturbed by cables or anything?
CPU fan speed on BIOS setting?

If everything is in OK zone but the temp is still an issue:
Yes, getting an aftermarket cooler will usually help, CM Hyper 212 or BeQuite! Shadow Rock Slim should be already enough.
The aftermarket fan should bring the temp further down.

Ok ....
my cpu fan is spinning
Used blower to remove all dust
and CPU fan speed in BIOS is around 1200 RPM

So is it ok?

Today when I was gaming at HD+ resolution my CPU temp reached 97 C..
Isn't it insane....!!!!!!!
WHAT SHOULD I DO...PLZ DON'T TELL THAT I'M LOSING MY CPU OR IT IS LAST DAYS OF MY CPU....
I HOPE THAT IT IS NOT PROBLEM OF MY CPU INSTEAD OF THAT IT SHOULD BE PROBLEM OF MY COOLER...!
NOW WHAT SHOULD DO......?? :(

Update: well now i got solution, my Heatsink was not tight enough so contact with processor was not good......So then I applied pressure to fan too see what happens and then temp started falling from 95 C+ to 65 C while gaming....I think push pins on my stock cooler is broken thats why its not so tight....SO now I'm gonna get a new cooler...I think push pins on my stock cooler is broken thats why its not so tight.
 
97'C, perhaps the cooler is really not correctly mounted.
To be on the safe side, just buy an aftermarket cooler like CM Hyper 212 EVO, which is not very expensive.
You do not need anything really fancy :)
The processor has its own thermal protection, it should not be broken that easy but try not to use your processor/PC until you replaced the cooler.

thanks again for your reply..but I have already ordered CM Hyper TX 3 EVO from online stores......i think that will be good.....
