I am currently running an i5 8600k at 4.7 ghz with 1.28 v. I am using a h510 which isnt the best for thermals while also having a negative air flow comp with only exhaust fans since I heard that intake fans dont affect anything. The cooler I am using is a hyper212 black edition in a push pull comp with one silencio fan in pull and a noctua chromax 120 fan in push. My temps dont seem all that bade but my idle temps are alittle high as it is usually around 40-45c idle and 75-80c during full load. Should I upgrade to a noctua nhd15s with the extra noctua chromax fan or is it not worth upgrading since I am not thermal throttling? The temps on one core will occasionally hit around 85c for a second or two but will go back down to regular temps; not sure if this is a problem or no big deal since 85c isnt close to tjmax.

Whoever told you that has no idea what they are talking about. Intake fans are a must, especially with an AIO, and ideally should have direct air flow on the GPU and motherboard VRM. A case should be positive pressure based with most people agreeing 3 intakes at the front and 1 rear exhaust being the most common setup, though top exhaust with a AIO is also popular since it also encourages heat removal from the VRM area of the motherboard. If you're in any doubt simply go look at any build done on PaulsHardware, HardwareUnboxed, Jayz or and other mainstream tech channel all of which will have intake fans blowing...
If your current cooler has been sufficient, I'd try to stick with it in light of the next gen of coolers that will be needed for LGA1700/1800, AM5, etc...

80C under full load is not all that bad at 4.7 GHz all core... (certainly, it would likely be a little cooler under a Noctua NH-D15 if one will fit in your case...)

Your cooler is pretty good, I probably wouldn't upgrade it, at least not now.

I am not currently running an aio but a hyper212 black in a pushpull config inside of an nzxt h510. The video I was referencing to that claimed intake fans did nothing for temps in the h510 was Greg Salazar's video here :

The H510 isn't a very good case airflow wise. You can put fans in the front, but they have to have high static pressure to be effective, like those you would find on an AIO.
I already know the h510 isnt the greatest for temps as stated in the original post. I was wondering if it would be worth upgrading my cpu cooler based on the temps I am currently having. Thank you.
