Question Should I upgrade my cpu or buy a freesync monitor?

Hey guys!
Since i bought my pc, I've had a certain issue that isn't very common in custom builds,which made me choose between buying a new cpu or a new monitor.
First, let me share my specs:
GPU:MSI Gtx 1050ti(New)
CPU: I5-3470(Used) With a cooler.
RAM:8GB DDR4
HDD:250gb (I know it's not a lot)
Monitor:dell p2210 60hz with a 1050p resolution,not specified for gaming.
So,now it's time to write down the issue.
Any game that I'm playing regardless of being pirated or bought,I experience the same problem.
Basically, when I reach 50 fps or less in any game,my fps just doesn't seem right.
50 or less fps feels like 27 or 28,let alone what happens when it reaches 30fps.
Stuttering,lag and other problems occur.
I play newer titles,so it's common that l go below 60fps.
In some cases even when i have 60fps,I have screen tearing and turning on vsync doesn't seem to help.
So my question is should i choose a budget freesync monitor with 1080p resolution and 144hz refresh rate,or should I go with upgrading my CPU,I've choosen r5 2600 and the compatible
B450 motherboard.

So,when my fps is below 60,the games will also feel smoother if I go for the monitor?
Because that is the case actually,i just want to play on 30 or 40fps that feels smooth.

it will also be a huge improvement to your current monitor. I went from a Nongaming monitor to a 144 asus one, and I wouldnt change it for the world. although without adaptive sync.
I'm really glad that you replied me,
I just needed to make sure how i spend my money,so according to your opinion I should go for the monitor in order to have smooth experience.
Right now my games' performance feels like crap and i really hope that this monitor improves the situation.
