[SOLVED] Should i upgrade my cpu or upgrade motherboard etc.

So my computer is mostly used for gaming and as you can probably tell by looking at my setup my cpu is throttling me in most of the games i play. I play on a 1080p 144hz monitor so i would like to be hitting 144hz. My cpu maxes out at 100% while the gpu will be running at 20-40%. At the most i get 60-70 fps and i planned on buying an I7 4790k since my motherboard has a lga 1150 socket, but everytime i have checked prices over the last couple of months it has been between 500-600$. Some of the newer cpus seem to be cheaper than that but my motherboard won't support them. I don't really know a whole lot about computers other than i built myself a simple rig by teaching myself through Youtube vids. So my question is should i just go ahead and upgrade my motherboard and get a newer cpu? I am aware i would need new RAM if i upgrade the motherboard. I have a budget of no more than $700. Would i need more power than 600w if i upgrade the motherboard/RAM/CPU. What products would you recommend? Any information or recommendations would be greatly appreciated.

Yes, the 4790 would be a nice upgrade and capable to feed the gtx1070 without cpu bottleneck. Your 600W is sufficient to supply power for those parts.
