should i upgrade my gpu?

hey all I cant decide if i should upgrade to a gtx 970 or 980 or wait for something better to come out. Games seem to be recommending 4gb in vram to run well and at my native res 1080p using downsample to 1440. my sapphire 7970 vapor-x is short of that being a 3gb card and dose avrage 30-45fps in most new games. would i see a major improvement if I upgraded or is it worth holding out for a card with more vram. i was hoping for a 6 or 8 gb 970/980 back in December but that seems to be a hoax after all.
