Should i upgrade my motherbord for cpu

Hello these are my specs
Intel, Core i5-2500 (3.30 GHz, 6MB Cache, LGA1155)
Asus P8Z68-V/GEN3
Kingston, 8GB(4gbx2kit), DDR3, 1333MHz, CL9,
ZOTAC GeForce® GTX 1070 AMP Extreme

So i went nuts and bought a 1070, and i noticed my CPU is bottlenecking at 100% all cores.

My Questions
#1 Should i Upgrade my Mother bord with CPU
#2 and should i upgrade my ram to a better one (idealy i guess id like 16)

P.S Dont have tons of cash but i can scrape it together if its reasonable, and could last me a few years.

your CPU is relaly holding you back

you could try resell your old components, they are still useable to someone
 
Solution

On CPU heavy games, hell yes like 20-30 fps at max while GPU idles from 30-60%. On games that focus more on GPU it runs relativity good with some rare min fps drops. I just want to invest now while i have the wiggle room with extra funds. I think il stick with what gussrtk purpoused and go with the new mbord, ram and cpu, as my stuff is old and try sell it off or give it to some relative.
