i have a 3.8 ghz processor 16 GB of DDR3 Ram and a GTX 1060 6 gig card, would it be noticable upgrade to get an am4 processor with the same ghz as my current one and is there an actual noticable difference in DDR4 against DDR3

Then yes a modern cpu with same clockspeed will be significantly stronger. You cannot compare CPU’s for different lineups by clockspeed.
