Should I upgrade my PSU ?

Gtx 1070ti
Psu - 500W(80+ Bronze)

I'm pretty sure there's a bottleneck in my pc and I'm not sure if it's the CPU or the PSU. I've seen videos of similar setups with no bottlenecks. In some games the CPU and GPU both stay close to 100% usage and in some games like Hitman 2016 the CPU is at 100% while the GPU is at 50-60% and then there's game like pubg which utilises 80-905 of both CPU and GPU
I'm really not sure which one is the bottleneck

IF the powersupply was the issue and you were like hitting a wall of sorts.. if you went over the power output for a certain time.. (a few seconds or so) it would shutoff the computer.

based on your description you are CPU limited as that is pretty normal if you are playing different games and the CPU is 100% and the GPU is much less.

a faster CPU you would benefit on certain games that want more CPU cores like the hitman game.
