Question Should i upgrade my RAM or HDD->SSD?

Hello, i don't have much money for both things/a newer laptop. So i wanted to upgrade my productivity by upgrading either my HDD to an SSD or buying an 8gb RAM module and replacing it.
I think an ssd will make everything smoother but multitasking will be just slightly faster (faster swap between ram/storage), but maybe the ram will keep bottlenecking everything, so i hope you can help me deciding.

I use my laptop specifically for programming in different languajes(Java with Eclipse, C# with Visual Studio, Android Studio works terribly in here but i expected to use it after the upgrade as an alternative for my main desktop pc), many[+5] internet browser windows at the same time, PDFs, Microsoft Office in general, etc. Gaming is not a priority but i do editing photos (for video i use another computer).

What's your advice to upgrade after this? Thanks for your attention!.

RAM. 4GB RAM is too small for day to day usage. Programming really should have more RAM. A matched set of two 4GB modules would be faster than a single 8GB module if your laptop supports two DIMMs. You may be able to find two 8GB modules used that you can afford.
