Question Should I upgrade only gpu or cpu or both for gaming from i5-4590 + GTX-960

Hello, I want to get a new GPU to play games like BF5, RE2 remastered, Shadow of the Tomb Raider, FH4 and upcoming AAA games at MAX/Ultra settings. The main thing is should I go for just a GPU like 1660ti or should I upgrade my whole system (Ryzen 5 3600 and 3000+MHZ RAM) then get a GPU. The problem is I don't have enough money for both GPU and system upgrade. So if I upgrade my system I cant buy a new GPU, so if it will be OK to avoid the system upgrade and get what I want with just a GPU upgrade. OR if I get the system upgrade and keep the old GPU then does it increase any gaming performance?!

I mainly play games, don't do any streaming or video encoding or 3D rendering.
My overall budget is around 300-350 USD.

My spec is -
CPU - Intel Core i5-4590
GPU - Nvidia GTX 960 4GB
REZ - 1920x1080 @ 60 Hz
SSD - Adata SU650 240GB
HDD - WD Blue 1TB (2012)
RAM - G.SKILL Ripjaws DDR3 1600 C9 2x4GB
MBD - Asrock B85 Killer

Well your GPU will not cut it for SOTR anywhere near max settings. Guessing this is for 1080p. CPU is probably an issue too but less so. but you only have 8GB of RAM too.

I’d throw in a 5700 they cost around 300 and save up for a platform upgrade later on.

Sry forget about the monitor, yes it is 1920x1080 @ 60Hz, can you give me a nVidia equivalent card recommendation, I have no knowledge on AMD cards, Thank You.

Well the nvidia closest is the 2060 Super which costs about 100 more at which point you could buy a 5700XT which is between the 2070 and 2070 Super.
Well there's a problem, in my country 5700 and 2060 super price almost same 450 USD (usd is not our currency, I put usd to understand better)
1660 ti is 350 usd, AMD equivalent is rx-580 OC 8GB also 350 USD and rx-590 8GB is 300 USD

The 590 will struggle with SOTR maxed out but would probably be fine for high. Dunno why it’s cheaper than a 580

For max settings you're asking for too much with that budget. I tried BF1 on ultra with my setup and it was a bit choppy. At high it's great. I would save and get a 2060 or a used 1080ti if you can

OK, so I understand, I should get a little more money and buy 2060 or 5700, if i want to max out everything, but should it extremely bottleneck with my CPU and RAM ? or it will do just fine in 1080p 60Hz ?!
