Should I upgrade or rebuild? Opinions needed!

Hi everyone! I'm not particularly tech savvy, however, I managed to build a pc back in 2009 with the help of a friend. I have recently had the urge to update my computer as I feel it is ready for a tune-up. With my limited computer knowledge, I'm not sure if I'd be better off upgrading my current rig or just starting back at ground zero on a complete rebuild. I primarily use my pc for gaming, however, I also dabble in amateur video editing. So tune-up or rebuild? Any suggested components are welcome. Thanks for your opinions. Specs as follows:

CPU: Intel Core i7 Bloomfield 2.66GHz
GPU: EVGA GTX 285 SC 1GB
RAM: CORSAIR DOMINATOR 6GB (3 x 2GB) 240-Pin DDR3 SDRAM DDR3 1600
POWER: CORSAIR Enthusiast Series 850W
MOTHERBOARD: ASUS P6T Deluxe V2 LGA 1366 Intel X58 ATX Intel
OS: Vista Ultimate 64-bit

Well you could replace the video card and operating system other stuff can still run most of the stuff these days it probably compares to an i3 these days so it depends how much $ you would be willing to invest into a new build to consider it a big upgrade.

Do you have a powerful enough PSU to get a good GPU? In addition to upgrading your GPU you could also get a decent heatsink and overclock your CPU.

Do you have a powerful enough PSU to get a good GPU? In addition to upgrading your GPU you could also get a decent heatsink and overclock your CPU.

My power supply is 850W. Not sure where that falls in the power scale. And is a heat sink the cooling unit? I have a COOLER MASTER V8 RR-UV8-XBU1-GP 120mm Rifle CPU Cooler in mine.

I'd be willing to spend somewhere around $1500 (not including software expenses), but definitely wouldn't complain if it was less!

In your opinion, can you build a higher-end gaming pc for that amount of money? I'm kinda out of touch with modern pricing and build costs.
