Should I upgrade or replace my system?

I am trying to decide if it's time to replace my system or upgrade to a new rig. Obviously, if I can just upgrade a few things and save some money that would be great, but if the upgrades are more than $500 or so, I would rather just get a new system. I currently enjoy playing some very CPU dependent games such as Arma 3, Planet Coaster, Cities Skylines, etc. However, I do play some others that aren't as CPU dependent such as Battlefield 1. Currently, I am not at my computer, but here are my specs the best I can remember.

Motherboard: Asus P8Z77-V LX ATX LGA1155
CPU: Intel Ivy Bridge i5 3550 3.3ghz
GPU: Nvidia GTX 670
Ram: 16gb DDR3 1333
HDD: 2TB
SSD: Samsung 128gb w/ Windows 10
PSU: Corsair Builder 500W 80+ Bronze Certified ATX Power Supply
 
You could reuse your HDD,SSD & case. I wouldn't reuse your PSU as its a low quality unit, not good when new but as its a few years old its asking for trouble in a new build.

A good cpu upgrade is going to need a new motherboard and DDR4 RAM.
 
Well it's not that $500 is all I have to spend on a new system, but that if I have to spend more than $500 in upgrades on the current one I would I thought it would just be better to get a new system.

Z270 motherboard $160
2 x 8gb ddr4 $65.
$35 for a cooler if you do not already have one.
I think you are within your budget.

Corsair builder is not the most reliable, but it is not dangerous.
Keep it so ling as it works.
