Question Should i upgrade RAM only?

Hello, I have a problem with stuttering in league of legends.
I upgraded my ram 5 months ago from single to dual channel and it helped me a lot.
It never became fully smooth though and recently i feel like i cant play with it anymore.
I changed the voltage from 1.5 to 1.65 and it seems slightly better but im not sure.
It still feels like the camera resists moving and sometimes everything freezes.
60hz monitor is probably not helping but its more than that.
CPU has almost 2 years but its usage during game is only about 50% so it shouldn't be the bottleneck.
Both mobo and cpu limit the ram frequency to 2133 mhz.
My question is:
Is it worth upgrading my ram from 8-8-8-24 1600 mhz to 9-11-9-28 2133 mhz? Can it make the game smooth?
I saw on some page that 1600 mhz with 8 timings > 2133 mhz with 11 timings so im afraid it will not make enough difference.
Or should i just buy everything new with even better ram which together would be very costly?
League is not a heavy game but i want to play it on challenger level.
What do you think?

Don't think you will be able to upgrade your RAM as most mobos will only run either DDR3 if they are older or DDR4 but not both.

I think you didn't understand. I asked whether it is worth buying 2133 mhz still ddr3 and hope it will fix my problem or you think it will not help and i have to buy new mobo cpu and ram for the total costly upgrade.
I didn't say i want to mix rams.
 
Are you sure the RAM is running at 1600mhz and in dual channel mode? Going from 1600mhz to 2133mhz with DDR3 made negligible difference to performance, maybe 1-2 FPS at most. However mixing RAM bought separately always carries a risk of issues and the fact increasing the voltage helps does make me think this might be the cause as increasing voltage can help the issues caused when mixing RAM.

If your RAM is running at 1600mhz dual channel as an experiment just try setting it to 1333mhz and see how it performs.

I bought both sticks together and they were sold with "dual" in description.

I tried setting them at 1333 mhz and the stuttering persisted. It is slightly different maybe it's even better but it's hard to say.

You can see the fps in the top right corner.
It can occur when fps is way above 60 but sometimes when everything freezes fps can even drop to 1 like in the last video.
I still need to do something about it :/

I think despite cpu being 50% load it is the reason for stutters together with ddr3 ram technology. I will upgrade it to newer cpu 2200g ryzen and maybe 3000hz ram.
